I went a couple of months ago. It's still expensive, but if you stay in a hotel by the O2 (AKA Millenium Dome), I think it's a Travel Inn or something similar, you can get reasonably good rates.
I don't mean the hotel at the dome, it's probably about 1/2 mile to a mile further away from the Thames than the dome, next to a roundabout. Each morning you just need to walk to the O2's station to get the underground into central London.
As for London itself, worth a visit is the Maritime Museum (free entry) and the Greenwich Observatory (ditto, free again) which neighbour each other in Greenwich. If you got a taxi from the hotel to there (the museum/observatory open at 9am) it would cost you about £8 I think it was. To get into Central London from there, take a Docklands Light Railway train from Greenwich station into London. It's not a very far walk between the museums and that station, and going on that train you get an awesome view of Canary Wharf.

London i also want to have a weekend there, perhaps on my birthday in december? May be costly but i feel its a capital of the country i am from and i must visit it and have a proper break there.

London has a very good climate compared to Chennai i love to be there but it is expensive 1pound=70INR and living is too expensive there.

London is like Tokyo, always costly for budget travelers. It is a very vibrant city, where you can see all kinds of people from all countries in London.
