I recently went out to Guatemala and stayed at a very cheap Spanish language instruction school. I paid very little money and received a one on one teacher to work with me on my Spanish skills. Most programs to this country will be cheap since it is very poor, but it has such a rich culture and many Mayan ruins to see so it will not disappoint!
